The centre is silk-era terrace built hard against the pavement edge, so the honest answer there is often that there is no frontage to pave and no crossover to be had. The work is on the postwar estates out from the middle, where original thin concrete and single-skim tarmac drives are now decades past their build-up. Add conservation areas across much of the older town and the surface becomes a planning question rather than a preference.
